Passing out Parade of the Thura Company of the 122nd Intake of Officers Training Course of Defence Services (Army) Officers Training School (Bahtoo) was held at the parade ground of the OTS in Fort Bahtoo this morning. On behalf of Commander-in-Chief of Defence Services Senior General Maha Thray Sithu Min Aung Hlaing, Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Thiri Pyanchi Soe Win delivered an address at the ceremony.
Also present on the occasion were Daw Than Than Nwe, wife of the Vice-Senior General, senior military officers of the Office of the Commander-in-Chief (Army), the commander of Eastern Command, senior military officers of the Bahtoo Station, invited guests, cadets and their parents and relatives.
First, Vice-Senior General Thiri Pyanchi Soe Win took the salute of the cadet companies,and then, inspected the cadet companies. The cadet companies saluted the Vice-Senior General in slow march-past and quick march-past.
Afterwards, Vice-Senior General Thiri Pyanchi Soe Win presented a silver sword to Cadet No. 157 Cadet Zin Win from the 122nd Intake of Thura Company who won the Best Cadet Award.
Then, Vice-Senior General Thiri Pyanchi Soe Win delivered a speech to the cadet officers.
Today is the passing out parade of the 122nd Intake of Defence Services (Army)Officers Training School (Bahtoo). In accord with the motto “To turn out skilled officers in the Tatmadaw (Army) and to fifi ght in a battle field by putting an infantry unit under well control,” practical and theoretical training on basic military skills of junior leaders,leadership and command as well as general staff, adjutant and quartermaster affairs have been given. You are therefore urged to shoulder the duties assigned by the State as junior military officers in battalions and units after learning skills and knowledge given by the course.
Being junior military officers in the Tatmadaw,you are required to know about the history of the Tatmadaw and its participation as a major force of the State in successive eras. Our Tatmadaw was fi rst formed as BIA under the leadership of Bogyoke Aung San and the Thirty Comrades in Bangkok, Thailand on 27 December 1941. To escape from the British colonial rule, Tatmadawmen together with the Japanese army entered Myanmar by dividing themselves into Dawei and Mawlamyine military columns and navel corps. Along the route where the BIA members marched,patriotic people joined the military columns,paving the way for successful victory over the anti-colonialist revolution. BIA was reconstituted as BDA on 27 July 1942, as BNA on 16 September 1943 and as PBF on 23 July 1945. The Tatmadaw as a strong national force hand in hand with the people endeavoured to regain independence.
In the post-independence period, the Tatmadaw together with the successive governments played a major role in national political duties or political affairs for the perpetuation of State sovereignty, law and order and development. It also stood by the State and the national people when the country was on the brink of losing sovereignty and when the Union was about to break up. Moreover,political, economic and social foundations were firmly built and the 2008 constitution was approved through a national referendum in pursuance of multi-party democracy. In accord with that constitution, the Tatmadaw rendered all necessary help to successfully hold the multiparty general election two times. In the first multi-party democracy term,State power was smoothly handed over to the winning party. In the second term also, the Tatmadaw is cooperating within the framework of law to meet the requirements for national interest. However, different the political system and cause we see, the Tatmadaw has been performing national defence and national political duties conscientiously.
After being commissioned as gazetted officers, you will have to serve in your respective units as junior leaders. Regarding leadership, you have only received basic training given by the course. As to leadership,Commander-in-Chief of Defence Services Senior General Maha Thray Sithu Min Aung Hlaing at the graduation parade of the 60th Intake of Defence Services Academy said:“The comrades need to overcome the respective fields practically by utilizing theory and practise in virtue of the vast range of leadership community and accomplish the mission with the organizing groups. In doing so, Respect,Trustworthiness, and Professional Integrity are essential to attain.” If you exactly and practically follow these points, you will win the trust and reliance of your subordinates.You will achieve success only if you can command your troops and their families in a correct manner and with a fatherly spirit.This is why when it comes to commanding your subordinates, you need to act in a correct,disciplined and indiscriminate manner and learn the 16-point leadership skill.
Like international armed forces, ours is a Tatmadaw systmaticlly formed in accord with sound rules and disciplines. As it is an important organization for national defence, you are required to live as good Tatmadaw members by cultivating the spirits of following discipline and order and mutual respect and esprit de corps. By following exactly following the prescribed disciplines and laws, you need to get your troops and their families to follow them as well. Through individual Tatmadawmen, your whole units and battalions should follow such disciplines.Only then will they improve their moral and discipline. Soldiers serving in Tatmadaw have to strictly follow the procedures and rules and regulations of Tatmadaw, as well as civilian laws adopted by the government. Moreover, they have to follow Rules of Engagement(ROE) to the letter in performing military duties. Therefore junior military leaders are to study the military and civil laws, and set an example to their subordinates.
Strictly observing the military and civilian rules and regulations and laws will contribute to the process of establishing powerful standard army. In establishing the standard army, continuous training is being given to ensure the fitness, military tactical manoeuvers, and high educational level of all Tatmadawmen. All the troops starting from individual soldier have to engage in continuous training to improve their performance. Defence capability being enhanced in aspects of training, equipment, personnel, information,doctrine, organization, infrastructure and logistics to build a modern army.
It is especially important that Tatmadawmen are both physically and mentally fit to be able to dutifully perform the three major duties of Tatmadaw—State defence, training and public welfare. To achieve physical fitness,they have to do individual physical exercise as well as group exercise to meet the set target. And Tatmadawmen are strongly advised against smoking, drinking, and betel-chewing and all the other things that can negatively affect their health. They should read books on historic and important battles in Myanmar history as well as renowned Myanmar and international military leaders,apart from inspirational and motivational fiction and non-fiction books. Reading can broaden one’s horizons and teaches ethics and moral lessons. Junior leaders are not only to maintain their fitness but also train their subordinates to keep them fit and mentally strong. Only then, will they be able clinch victory in every war they fight.
The capability of an army must be based on training. Basically, there are two types of training, individual training and group training.The Defence Services Academy from which you have graduated has trained you “to be able to work individually and also in group.” Soldiers have to keep training in line with the three-factor consistency “consistently train,have consistent military awareness, have consistent combat readiness.” In line with the training policy from quantity to quality of the Tatmadaw, the training schools continuously train different levels of training from basic training to battalion, tactical, and division level training to improve the capability of entire army starting from individual soldier. Junior leaders are seriously advised to continuously train their platoons and troops under their supervision in line with the motto “training ensures competence, competence ensures confidence, confidence ensures gallantry,which is the key to victory.”
Continuous training will contribute to team spirit, in order words comradeship.Mobilizing is about building strength and unifying. Organizational skill is the power to mobilize unity inside the cantonment,and mobilize the opinion of people in favor of Tatmadaw. To achieve that power, rules and regulations must be strictly followed.Tatmadawmen will acquire great organizational skills if they follow rules and regulations to the letter. Unity within the army is fundamental to build unity outside the cantonment. It must be aware that it is totally impossible to mobilize the outsiders without internal unity.
In building unity within the battalion, it is important to be a good commander, treat all as equals and govern them as if they were your own children, give fair order and instruction, manage systematically, mobilize,and give equal rights and opportunities. While building the perfect internal unity,you have to do as the locals in the areas you are assigned. Moreover, you have to act in line with code of conduct for soldiers, and do your fair share in regional developments,and give real-time help in case of disasters,and give an active hand in providing public service delivery including education, health and social assistance without discrimination.
The safeguarding of our Tatmadaw with the sacrifice of lives and blood for the perpetuation of the Independence and sovereignty could be prominently found in the history. Due to the follow-up impacts of the divide-andrule policy under the control of the British colonialists, there were armed revolutions against the successive governments based on dogmatism, racism and religion. The armed conflicts surfaced from those situations.The quick and eternal termination of armed conflicts will ensure the peace and stability in building the Union with democracy and federalism. Only when there is peace and stability, can the developmental tasks be carried out. Therefore, the Tatmadaw is carrying out the works in accord with the Nationwide Ceasefi re Agreement after laying down the six-point peace policy which is based on the three main national causes.
Our Tatmadaw has defined the year of 2019 as a peace year. Efforts are being made to complete the peace process and to give the eternal peace desired by the ethnic people to the hands of the public in 2020. In so doing, the Tatmadaw unilaterally halted all military activities in the areas of five commands from 21 December 2018 to 30 April 2019 to ensure the armed ethnic groups make their discussions without worry. While the military activities are being suspended,the Tatmadaw has warned the armed ethnic groups to obey four points of the six-point peace policy namely to follow the peace agreements, not to take advantages on locals from peace agreements, not to put burden on local people and to adhere to existing laws of the State. Not only will the Tatmadaw have to take a stand based on the national politics in the ongoing route of multi-party democracy,but also it will firmly walk on the route of the NCA in carrying out the eternal peace.
In conclusion, the Vice-Senior General urged them to maintain the fine traditions of the Tatmadaw in parallel with the history,to follow 16 leadership skills to become a good leader and to nurture a successful life,to train themselves as well as their assigned units to abide by the laws and to obey the order, to engage in the regular trainings for the physical and mental strengths in order to discharge the three main tasks of the Tatmadaw, to carry out the inside and outside organizing activities in accord with the practical organizing works and impractical organizing works, to safeguard the three main causes which are the national policy for the perpetuation of the Independence and sovereignty of the State and to discharge the assigned tasks dutifully after passing through probable difficulties to become reliable leaders of the Tatmadaw in accord with the motto “Future military leader.”
Then, Vice-Senior General Thiri Pyanchi Soe Win took the salute of the cadet companies and left the parade ceremony.
After the parade ceremony, Vice-Senior General Thiri Pyanchi Soe Win, together with senior military officers of the Office of the Commander-in-Chief and the commander of Eastern Command, met outstanding award-winning cadets and their parents at the parlour of the guest house and spoke words of honour.
