1. In building a modern and developed democratic State aspired by the entire national races, every organization or individual can demand their wish in accordance with the democratic way. The Tatmadaw believes that means to solve the internal armed conflicts that occurred due to the demands made through the armed struggle line, which is contrary to democracy, is through negotiations. In this regard, the Tatmadaw issued the unilateral ceasefire, the country has never seen one in all along its history, on 21 December 2018 and on 30 April 2019 for a total of six months for all the stakeholders to participate in the peace process with greater trust.

2. In accordance with the requirement, the Tatmadaw announced the ceasefire for the third time on 30 June 2019, and extended two more months. During the six months of the first and second ceasefire periods, the armed ethnic groups could not make progress as expected by the people in holding negotiations through their representatives for developing and cementing the peace processes and in trying to find an answer. As the Tatmadaw is paving the path towards peace with the goal of enabling all the armed ethnic groups to take part in the march on the road to democracy, they will have to sign the Nationwide Ceasefire Agreement (NCA) earliest, instead of pursuing the armed struggle line, and continue to proceed the peace process through negotiations.

3. Organizations and individuals having a stake in the peace processes are exhorted to use the two-month ceasefire period extended by the Tatmadaw through efforts more effective than in the past to systematically march on the democracy path, to strive for modernization and development and to improve the people’s socio-economic life, as aspired by the entire public.
